Port City Colombo sits beside the historic centre of Sri Lanka’s commercial capital on 269 hectares of reclaimed land. It is both a physical urban extension and a legally defined special economic zone. What exactly is Port City Colombo?
The project describes itself as an extension of Colombo’s Central Business District and a multi-service Special Economic Zone. It is being developed through a public-private partnership involving the Government of Sri Lanka and CHEC Port City Colombo.
The Colombo Port City Economic Commission regulates business and operations within the zone under legislation first enacted in 2021 and amended in 2026. This makes Port City more than a new neighbourhood: it is also an experiment in attracting internationally traded services and investment.
What can visitors expect today?
Port City is not yet the complete skyline shown in long-term renderings. Infrastructure, public areas, business activity and early commercial developments coexist with active construction and undeveloped plots. Access, events and opening hours can change as work progresses.
The wider Colombo waterfront remains the best context. Pair a Port City visit with Galle Face Green, the Fort district, Pettah and the city’s historic architecture to see how the new land relates to the capital that already exists.
The master plan is much larger than today’s site
Official plans organise the district into five precincts: International Island, Central Park, Island Living, the Financial District and the Marina. The developer describes 178 hectares for city development and 91 hectares of public space, including green areas and beach.
These figures describe the intended completed city, not a promise that every element is already open. Residences, offices, hospitality, education, retail and recreation are expected to arrive in stages over many years.
Why the project matters to Sri Lanka
Supporters see Port City as a way to attract foreign investment, create skilled employment and position Colombo as a South Asian centre for finance, technology, logistics, hospitality and other services. In June 2026, the Economic Commission reported Cabinet approval for 77 Businesses of Strategic Importance.
The scale means that its success or failure will reach beyond the reclaimed land. Jobs, public revenue, infrastructure, local business links and the quality of urban life are more meaningful measures than a dramatic skyline alone.
Ambition should be examined as well as admired
A project of this size naturally raises questions about environmental impact, coastal change, governance, public access, financing and who benefits from development. Official materials cite environmental approvals, development controls and planned systems for energy, water and waste.
Visitors should still distinguish the developer’s claims from independent evidence and future targets from delivered results. Responsible curiosity makes the story more interesting, not less.
How to include Port City in a Colombo day
Begin in Fort or Pettah for markets, railway-era buildings and the older commercial city. Continue towards Galle Face in the late afternoon, then view Port City as daylight softens and the relationship between old coast and new land becomes clearest.
Allow a few hours rather than an entire holiday day unless a specific event interests you. Wear sun protection, carry water and expect exposed waterfront weather. Respect barriers and active construction areas.
A place to revisit, not a finished answer
Port City’s character will change as businesses, homes, parks and public spaces open. The official commission described 2026 as a year of new investment approvals and regulatory change, while the master developer described a shift towards commercial operations and vertical development.
That makes the site fascinating precisely because it is unfinished. It reveals how Colombo imagines its future—and gives travellers a reason to compare that vision with the city around it.
